GIF button COMPLETELY MISSING

I cannot post GIFs at all anymore on Instagram comments. The button is completely missing. Every single "solution" on Google, YouTube, and Reddit is for the app version, but I DON’T USE THE APP. I USE THE WEBSITE. I’ve literally tried everything possible to fix this. I’ve tried using incognito mode, clearing my browser cookies, and using a VPN. I’ve also seen this solution floating around:

Settings > Meta Accounts Center > Your information and permissions > Manage cookies > turn on the cookies from companies other than Meta.

I tried this, too, but guess what? THE ‘MANAGE COOKIES’ OPTION IS COMPLETELY MISSING!!! 🤬

ANY other solutions besides these would be GREATLY appreciated. This is really frustrating me. Thank you.
